


MEET RAY
New Leadership Delivering Results for Our Community
As your newly elected State Senator for Delaware's 5th district, I'm truly grateful for your trust in me to represent you in the Senate. Since my election on February 15, I have jumped right to work. I took the oath of office just days after my election so that I could participate in committee work. My committee assignments are Chair of the Corrections and Public Safety, Health and Social Service member, Banking Business Insurance and Technology, Environment Energy Transportation, and Veterans. I am also the Senate member selected for the Behavioral Health Consortium.
Over the past several months, I have voted for legislation that matters to you. Legislation like codifying a woman's right to an abortion as part of our state constitution, fighting back against health insurance pre-authorization, co-sponsoring the Richard Mouse Smith civil rights bill for incarcerated individuals, and introducing my legislation for people who have Medicare Medigap health insurance, the freedom to change your policy without having to go through a medical risk assessment.
As promised during my campaign, I have brought State services to our district, like public utilities and our Environmental Department, to work closely with Ardentown in the replacement of the Delmarva electric towers, fixing drainage water problems near Buckingham Greens, fight for the Claymont Fire Company against a plan that would negatively change Philadelphia Pike making the road difficult for fire trucks, and attending community meetings throughout the Brandywine area.
As the son of a union electrician and a mother who ran a small business, my parents instilled in me the values of hard work and the importance of community service. I was the first in my family to attend college, graduating from Bloomsburg University with a BA in political science and an MA in Administration from Antioch University. The school's motto, 'Be ashamed to die until you have won some victory for humanity,' has been my guiding principle. These life experiences have inspired me to dedicate my life to serving others.
In my community of Arden, I was elected to the Community Planning Committee, where I served as chairman. I provided solutions to many issues facing our neighborhood. Working with County Councilman John Cartier, I led the effort to certify all of The Ardens Accessory Dwelling Units. I also led the way again to create and implement a vacant housing ordinance that protects our community's health, safety, and welfare. I chaired the Governance Task Force this year to recommend changes to our state charter.
I served on the Wilmington Hope Commission, an organization that provides education that focuses on breaking the chain of recidivism that sees too many young black men leave prison only to be caught up in crime again. I hired graduates from this program to work at the hospital.
I chaired the task force that operationalized the Cease Violence program in Wilmington, modeled after the Cure Violence program from Chicago. The program's purpose was to stop gun violence in Wilmington.
Throughout my career, I have served as a healthcare executive, a professor at a university, and now as your State Senator. I bring to the Senate a wealth of knowledge and experience in healthcare, from which I will fight for quality care at an affordable cost. An example of my commitment is when I fought with others to ensure that state retirees and employees maintain their health insurance.
My focus as your senator will be on improving the quality of life for the people of our district. As your State Senator, I continue to voice our North Brandywine values in Dover. I ask for your continued support as I work to improve our communities.
